Traffic

So, tell me why it's okay for a company to block a lane of the highway deadlocking traffic for a mile and a half without putting up an signs saying that they were blocking traffic and to change lanes?  I think they owe me the time that I missed at work for being unexpectedly late due to their lack of common courtesy.
